สกู๊ตเตอร์ไฟฟ้า หรือ อี-สกู๊ตเตอร์ ซึ่งเป็นที่นิยมทั่วโลก อาจต้องถึงทางตันเมื่อสิงคโปร์และอีกหลายเมืองเริ่มออกกฎหมายแบนการใช้งานบนฟุตบาธ หลังพบปัญหาเฉี่ยวชนคนเดินเท้าจำนวนมาก
กฎหมายแบนอี-สกู๊ตเตอร์ในสิงคโปร์จะเริ่มบังคับใช้ในวันที่ 5 พฤศจิกายนนี้ โดยกระทรวงคมนาคมของสิงคโปร์กำหนดโทษผู้ขับขี่อี-สกู๊ตเตอร์บนฟุตบาธ มีโทษปรับ 2,000 ดอลลาร์สิงคโปร์ (ประมาณ 44,500 บาท) หรือจำคุก 3 เดือน หรือทั้งจำทั้งปรับ และกฎหมายฉบับนี้จะครอบคลุมถึงอุปกรณ์เคลื่อนที่ด้วยแบตเตอรี่ไฟฟ้าอื่นๆ เช่น โฮเวอร์บอร์ด ยูนิไซเคิล ภายในไตรมาส 1 ปี 2020 ด้วย
ช่วงที่ผ่านมา สกู๊ตเตอร์ไฟฟ้าเป็นที่นิยมในสิงคโปร์ เพราะการครอบครองรถยนต์ในประเทศนี้มีค่าใช้จ่ายที่ค่อนข้างสูง อย่างไรก็ตาม อี-สกู๊ตเตอร์กลับกลายเป็นต้นเหตุอุบัติเหตุเฉี่ยวชนคนเดินเท้าบนฟุตบาธอย่างต่อเนื่อง โดยมีรายงานเหตุเฉลี่ย 370 ครั้งต่อเดือน โดยเฉพาะเมื่อเดือนกันยายนที่ผ่านมา เกิดเหตุผู้ขับขี่สกู๊ตเตอร์ไฟฟ้าวัย 20 ปีชนเข้ากับหญิงสูงวัยอายุ 65 ปีที่กำลังขี่จักรยาน ส่งผลให้เธอเสียชีวิตในเวลาต่อมา
นอกจากนี้ อี-สกู๊ตเตอร์ยังมีปัญหาไฟลุกไหม้ระหว่างชาร์จไฟฟ้าหลายครั้ง นำมาสู่การออกกฎหมายแบนการใช้งาน ซึ่งไม่ใช่เพียงสิงคโปร์ แต่ในญี่ปุ่น ฝรั่งเศส เยอรมนี และหลายเมืองของสหรัฐอเมริกาก็ประกาศแบนหรือเตรียมระงับการใช้งานแล้ว
“การแบนอี-สกู๊ตเตอร์ไม่ให้ขับขี่บนฟุตบาธเป็นการตัดสินใจที่ยากลำบาก” Lam Pin Min รัฐมนตรีว่าการกระทรวงคมนาคมกล่าว “แต่นี่คือก้าวที่จำเป็นเพื่อให้คนเดินเท้ารู้สึกปลอดภัยบนฟุตบาธสาธารณะอีกครั้ง”
สกู๊ตเตอร์ไฟฟ้านั้นถูกแบนจากการใช้งานบนถนนไปก่อนหน้านี้แล้ว เมื่อมีกฎหมายห้ามใช้งานบนฟุตบาธเพิ่มเติม จะทำให้พาหนะชนิดนี้ใช้ขับขี่ได้เฉพาะบนทางจักรยานเท่านั้น ซึ่งปัจจุบันสิงคโปร์มีทางจักรยานรวม 440 กิโลเมตรบนเกาะ และถึงแม้ว่ารัฐบาลจะมีเป้าหมายขยายทางจักรยานเป็น 750 กิโลเมตรภายในปี 2025 ก็เทียบไม่ได้เลยกับฟุตบาธที่มีพื้นที่รวมกันกว่า 5,500 กิโลเมตร
การตัดสินใจแบนอี-สกู๊ตเตอร์ของรัฐบาล นอกจากจะส่งผลต่อประชาชนทั่วไปแล้ว ยังสะเทือนผู้ใช้เชิงพาณิชย์คือบรรดาผู้จัดส่งอาหารเดลิเวอรี่ให้กับแอพพลิเคชั่นอย่าง Grab, Deliveroo, FoodPanda ซึ่งจะต้องเปลี่ยนพาหนะจากอี-สกู๊ตเตอร์ไปใช้จักรยานหรือมอเตอร์ไซค์แทน
ส่วน Beam Mobility บริษัทให้บริการอี-สกู๊ตเตอร์ที่ขยายการบริการไปทั่วเอเชียให้ความเห็นว่า บริษัท “รู้สึกไม่พอใจอย่างยิ่ง” กับการตัดสินใจของรัฐ เพราะเป็นการสั่งแบนทางเลือกการเดินทางที่สำคัญโดยไม่มีวิธีการอื่นๆ มารองรับ
สำหรับผู้ขับขี่ที่ยังต้องการใช้อี-สกู๊ตเตอร์จะต้องเริ่มปฏิบัติตามกฎหมายความปลอดภัยในการขับขี่ เริ่มต้นเดือนกรกฎาคมปีหน้า และรัฐบาลจะไม่มีการให้ใบอนุญาตเพิ่มเติมสำหรับบริษัทให้เช่าอี-สกู๊ตเตอร์อีกต่อไป
อย่างไรก็ตาม เพื่อให้การลดจำนวนอี-สกู๊ตเตอร์เป็นไปอย่างรวดเร็วและช่วยเหลือประชาชน รัฐบาลสิงคโปร์ได้ออกมาตรการให้เงินเยียวยา 100 ดอลลาร์สิงคโปร์ (ประมาณ 2,200 บาท) สำหรับประชาชนที่ตัดสินใจทิ้งสกู๊ตเตอร์ไฟฟ้าเจ้าปัญหาในระยะนี้ โดยปัจจุบันมีอี-สกู๊ตเตอร์ขึ้นทะเบียนในสิงคโปร์กว่า 1 แสนคัน
ทั้งนี้ ความเร็วของอี-สกู๊ตเตอร์โดยทั่วไปสามารถทำความเร็วสูงสุดที่ 24-36 กิโลเมตร/ชั่วโมง ขณะที่การขี่จักรยานบนถนนมีความเร็วเฉลี่ยที่ 15.5 กิโลเมตร/ชั่วโมง.
